Circa Sports is heading to the Grand Canyon State. The Las Vegas-based sportsbook has been awarded a sports betting operator license by the Arizona Department of Gaming (ADG), the regulator confirmed this week, clearing the way for the brand to become the state’s 13th licensed online sportsbook.

The license was allocated effective July 27 to Circa Sports Arizona LLC, which secured its market access through a partnership with the San Juan Southern Paiute Tribe. Arizona’s 2021 sports betting law requires operators to partner with either a professional sports team or venue, or a tribal nation, to obtain a license, and Circa opted for the tribal route to enter the market.

How Circa Got Its Foot in the Door

Arizona’s gaming law caps the state at 20 total online sportsbook licenses, with 10 reserved for tribal entities and 10 for in-state professional sports franchises. The ADG opened a new application window running from June 26 through July 10, giving operators still on the outside looking in a chance to apply for one of the remaining tribal or franchise slots. According to Sports Betting Dime, Circa’s application was reportedly the only one submitted to the department during that window, which made the approval a formality once the review concluded.

Jeffrey Benson, director of operations for Circa Sports, said the company is targeting an early 2027 launch in Arizona, though the ADG has not published a firm go-live date. The agency said it will now begin working directly with Circa on the remaining steps required before the sportsbook can accept live wagers in the state.

Joining a Crowded Tribal Partnership Field

Circa becomes the sixth Arizona operator to enter the market via a tribal partnership, joining bet365, Desert Diamond, Fanatics, Hard Rock Bet, and betcris in that category. With this approval, Arizona becomes the seventh state where Circa Sports offers, or plans to offer, online sports wagering — a notable expansion for a brand that built its reputation in Nevada as a high-limit, sharp-friendly sportsbook before branching into online markets across the country.

Circa has cultivated a distinct identity in the online sports betting space by leaning into high betting limits and a straightforward approach that appeals to serious bettors rather than the promo-heavy, recreational-first model many national operators favor. Its entry into Arizona gives bettors in the state another option beyond the major national sportsbooks that already dominate the market, potentially adding competitive pricing and higher limits to the local betting landscape once it launches.

What It Means for Arizona’s Betting Market

Arizona has been one of the more active states for new sportsbook licensing activity in 2026, with the ADG periodically reopening application windows as license slots become available — the most recent prior window ran in July 2024. With 14 operators holding licenses at the time the current window opened and Circa now confirmed as the 13th to actually go live pending its launch, the state is edging closer to its 20-license ceiling, though there is still room for additional teams or tribes to enter.

For now, Arizona bettors will need to wait for Circa’s rollout to materialize before they can access its markets and limits locally. In the meantime, the state’s existing operators, including national brands offering DraftKings promo code offers and other sign-up incentives, continue to serve the bulk of Arizona’s legal sports betting demand. Circa’s entry adds another data point to a national trend of established Nevada-rooted operators pushing further into regulated online markets, a pattern likely to continue as more states open or reopen licensing windows in the years ahead.
