Pennsylvania Gaming Industry Exceeds $7 Billion for FY26, With Sports Wagering a Strong Performer
Pennsylvania's regulated gaming revenue topped $7 billion for the first time in fiscal year 2025/26, with sports wagering surging 36% to a record $662.9 million.

Pennsylvania’s regulated gaming industry crossed the $7 billion mark for the first time in state history, according to figures released by the Pennsylvania Gaming Control Board (PGCB) for fiscal year 2025/26. Combined gross revenue from slot machines, table games, online casino gaming, sports wagering, video gaming terminals, and fantasy sports contests reached $7,005,987,435 for the 12 months ending June 30, 2026, up nearly 10% from the $6.39 billion generated the previous fiscal year.
The milestone makes Pennsylvania just the second state, behind Nevada, to clear the $7 billion threshold in commercial gaming revenue over a single fiscal year. It also translated into a record haul for the state itself, with gaming taxes and fees delivering $3.09 billion to Pennsylvania’s coffers — money the PGCB says supports school property tax relief, economic development, public safety programs, and the state’s horse racing industry.
Online Casino Gaming Leads the Charge
iGaming remained the single largest growth driver behind the record year, with revenue climbing 18.4% to $2.93 billion, up from $2.48 billion a year earlier. Hollywood Casino at Penn National held onto its position as the state’s top iGaming operator, generating $1.13 billion in revenue on its own, with Valley Forge Casino Resort trailing at $811.8 million.
Retail gaming told a more mixed story. Slot machine revenue was essentially flat at $2.44 billion, edging up just 0.02% year over year, with Parx Casino remaining the top-performing slots operator at $375.1 million despite a slight decline. Table games revenue actually fell 2.15% to $908.9 million, with Wind Creek Bethlehem leading that category at $239.9 million, followed by Parx Casino at $196.4 million. Video gaming terminals installed at truck stops brought in $41.6 million, up 0.55%, as the number of active VGT locations grew to 75 from 73 the year before.
Sports Wagering Sets a Record of Its Own
Sports betting was one of the year’s standout categories, with fiscal-year revenue jumping 35.95% to a record $662.9 million, up from $487.6 million in fiscal year 2024/25 — a notable gain considering the statewide betting handle actually declined slightly, from $8.72 billion to $8.45 billion. That combination points to sportsbooks holding a larger share of the money wagered rather than simply taking in more total bets, a trend that’s shown up across several regulated markets as operators lean into same-game parlays and other higher-margin bet types.
Valley Forge Casino Resort led all operators in sports wagering revenue with $272.6 million, followed by Hollywood Casino at the Meadows at $189.9 million. Hollywood Casino York posted the sharpest swing in the category, with sports betting revenue surging nearly 287.55% compared to the prior fiscal year. Fantasy Sports Dips as Other Verticals Grow
Not every category shared in the growth. Fantasy sports contests generated $18.0 million in revenue for the fiscal year, a 5.79% decline from the previous period. DraftKings remained the largest operator in that space with $12.48 million in revenue, followed by FanDuel at $3.08 million — a reminder that even in a record year for the state overall, individual verticals can move in opposite directions depending on where operators and bettors are directing their attention.
The PGCB’s report reinforces Pennsylvania’s status as one of the most mature and closely watched regulated gaming markets in the country, now several years removed from its 2018 sports betting launch and firmly established as a top-tier revenue state for both retail and digital gaming. With iGaming continuing to outpace every other vertical and sports wagering setting its own fiscal-year record despite a softer handle, the state’s operators appear to be extracting more value per dollar wagered — a dynamic likely to keep drawing attention from regulators and competitors in neighboring states watching Pennsylvania’s model closely heading into the next fiscal year.
