New York Is One Senate Vote Away From Requiring Monthly Sports Betting Statements

New York's Assembly passed it unanimously. The Senate committee approved it 7-0. Now the bill requiring monthly betting statements is heading to the full Senate floor.

New York is on the verge of becoming the first state in the country to require online sports betting operators to send monthly account statements to their customers. Assembly Bill A10329, sponsored by Assemblywoman Rebecca Kassay, passed the New York Assembly unanimously in March by a 143-0 vote and has now advanced to a third reading on the Senate floor after the Senate Racing, Gaming, and Wagering Committee approved it 7-0 on May 20. A single Senate floor vote stands between the bill and Governor Kathy Hochul’s desk.

The legislation would require all licensed online sports betting operators in New York to electronically send monthly financial statements to registered users through push notifications no later than 15 days after the close of each calendar month. If signed by Hochul, the law would take effect on January 1, 2027.

What the Statements Would Include

Under the bill, the monthly statements sent to bettors would be required to contain a detailed breakdown of their betting activity, including the total amount deposited, the total amount wagered, total winnings, total losses, net gain or loss for the month, and the total number of bets placed. The statements would also need to include the total amount of time the bettor was logged into the platform, an itemized account of any promotional credits, bonuses, or free bets used, and a clear disclosure of responsible gambling resources including information about the state’s voluntary self-exclusion program.

Bettors would also receive access to their lifetime wagering history through the statement process. The New York State Gaming Commission would be authorized to issue regulations governing the standardized format and content requirements for the statements to ensure they are readable and understandable. DraftKings and FanDuel, the two dominant operators in New York, already make this type of information available to users within their apps, but the bill would mandate that operators proactively push it to customers rather than leaving it to users to seek it out on their own.

Responsible Gambling Focus

The bill’s responsible gambling provisions reflect a broader movement among state legislators to increase transparency in the sports betting industry and give bettors better tools to understand their own wagering behavior. Advocates of the measure have argued that many bettors do not have a clear picture of their cumulative losses or activity levels, and that mandatory monthly statements could serve as an effective tool for surfacing potential problem gambling patterns before they escalate.

New York has nine licensed online sports betting operators, including DraftKings, FanDuel, Caesars, BetMGM, BetRivers, and Fanatics. All of them would be subject to the monthly statement requirement if the bill becomes law. The state generates some of the highest sports betting handle and tax revenue figures in the country, making it a significant testing ground for policies of this kind. New York collects roughly 51 percent of operator gross gaming revenue in taxes, one of the highest rates of any legal sports betting state, with approximately 80 percent of that revenue directed toward public education.

For bettors in New York sports betting, the passage of the bill would represent a meaningful change in how they interact with their sportsbook accounts. Other states are watching closely: if the measure proves effective at improving consumer awareness and potentially reducing problem gambling rates, it could become a model for similar legislation elsewhere. Several other states have introduced or are considering bills in the same vein, including New Jersey, though none have progressed as far as New York’s legislation has.
